Tragic Hit-and-Run Crash on Ortega Highway Kills Cesar Amilcar Zuniga Ruiz [Orange County, CA]

Orange County, CA (August 18, 2026) — An 85-year-old San Juan Capistrano man faces a hit-and-run charge after a crash killed Cesar Amilcar Zuniga Ruiz early Monday in Orange County.

The crash happened around 12:30 a.m. on Ortega Highway, or Highway 74, near La Novia Avenue. Orange County sheriff’s deputies found 23-year-old Cesar Amilcar Zuniga Ruiz lying in the roadway. Fire personnel pronounced him dead at the scene.

Investigators determined that Ruiz was crossing the highway when a vehicle struck him. The driver left the scene, but deputies later identified the suspect as Anthony Konstantine Kalomas. Authorities arrested Kalomas Monday and booked him on suspicion of hit-and-run.
