2 Pedestrians Sustain Injuries in Garcia Street Traffic Accident
El Paso, TX (August 11, 2026) – The authorities arrested Emmanuel Meza Rabelo, a 20-year-old driver Fabens, following a DWI crash on Church Street on Saturday.
Troopers received reports of an accident involving a pedestrian and a vehicle, with possible injuries at the intersection with Garcia Street.
Police responded and found a black GMC Sierra truck that struck two pedestrians, a 62-year-old male and 60-year-old female, both from San Elizario, as they crossed the street leaving the San Lorenzo Church Bazaar Festival.
Investigators said Rabelo was driving the truck wrong way on a one-way street and did not observe the two pedestrians and struck them.
Paramedics responded to the scene and treated the victims for minor injuries.
Rabelo also incurred minor injuries and was attended by the Clint Fire Department and Life Ambulance.
Moreover, police said Rabelo displayed signs of intoxication and failed his field sobriety test.
Troopers took him to the Peter J. Herrera Station, where he provided a breath sample, which resulted in an alcohol concentration above the .08 legal limit.
Rabelo was later arrested for driving while intoxicated. He was booked into the El Paso County Detention Facility on a $10,000 bond.
