Irving Moreno-Reyes Arrested in Frightening Crash on Oxford Street [Berkeley, CA]

Berkeley, CA (March 11, 2026) — A 33-year-old passenger suffered major injuries Monday night after a crash on Oxford Street, in a scooter operated by 23-year-old Irving Moreno-Reyes of San Pablo.

Police responded around 8:05 p.m. to the intersection of Oxford Street and Addison Street after receiving reports of a collision involving a vehicle and two people riding an e-scooter.

Investigators said the scooter entered the same southbound lane as a passing vehicle, leading to a crash that threw both riders from the scooter.

The passenger sustained serious injuries and emergency crews rushed him to a nearby hospital, where he remains in critical condition.

Authorities identified the scooter operator as Moreno-Reyes. Officers conducted field sobriety tests at the scene and determined he was under the influence. Police arrested Moreno-Reyes on suspicion of operating a bicycle while impaired and causing bodily injury while driving under the influence.

Investigators said the driver of the vehicle involved remained at the scene and cooperated with authorities. No other injuries were reported.

Police also discovered Moreno-Reyes had outstanding warrants related to a previous DUI and a suspended driver’s license. The crash remains under investigation.
