Police Investigate Fatal Crash on U.S. 290 in Manor
MANOR, TX (September 25, 2026)— A pedestrian died early Friday after a Manor Police Department patrol vehicle struck him in a crash on U.S. 290 near Gregg Manor Road, authorities said.
The collision happened at approximately 1:04 a.m. in front of St. David’s Emergency Center, according to the Manor Police Department.
Investigators said an adult man was walking in the westbound lane of U.S. 290 when the patrol vehicle struck him.
Officers immediately began CPR and provided medical aid. Despite those efforts, authorities pronounced the man dead at the scene.
Officials have not publicly identified the pedestrian.
Manor Police Chief Ryan Phipps told KXAN that officers at the scene reported smelling alcohol on the man and finding alcohol nearby.
Phipps said the pedestrian was possibly intoxicated, although authorities had not publicly confirmed whether alcohol contributed to the crash.
Phipps also said dash camera footage from the patrol vehicle showed the officer traveling at the speed limit and paying attention before the collision.
The chief noted that the area has limited lighting and described the incident as unfortunate.
The officer involved has been placed on paid administrative leave while authorities investigate the crash.
The Texas Department of Public Safety will conduct the traffic collision investigation. The Texas Rangers and Manor Police Department will separately investigate the officer’s involvement.
Authorities have not released additional details about the pedestrian or the circumstances immediately preceding the collision.
The investigation remains ongoing.

When a pedestrian is struck by a vehicle, investigators may examine numerous factors, including roadway lighting, visibility, traffic conditions, vehicle speed, driver reaction time, the pedestrian’s location, surveillance or dash camera footage, and any available witness statements.
When a government or law-enforcement vehicle is involved, the investigation may also include additional procedures and separate reviews by outside agencies.
In this case, authorities have indicated that the Texas Department of Public Safety will investigate the crash itself, while the Texas Rangers and Manor Police Department will review the officer’s involvement.
Those investigations may help clarify the sequence of events and determine whether any contributing factors played a role.
