Teen Driver Seriously Hurt After Drunk Driving Crash in China Spring; Suspect Arrested After Fleeing Scene

China Spring, TX (April 28, 2026) — A 19-year-old woman suffered serious injuries after Philip Notley collided with her vehicle in China Spring.

According to the Texas Department of Public Safety, the crash happened along FM 1637 near April Lane and involved a 2013 Ford F-150 and a 2012 Hyundai Tucson. Responding troopers found the pickup truck heavily damaged and blocking part of the roadway, while the SUV had veered into a ditch with major damage. The young woman driving the Hyundai became trapped inside and required emergency assistance from first responders.

Witnesses at the scene helped the male driver of the pickup truck exit his vehicle. While the woman was still receiving medical aid, the man fled on foot into a nearby field. Authorities later located him entangled in a barbed-wire fence, where he was taken into custody without resistance.

Investigators identified the man as Philip Notley. Troopers reported that he showed clear signs of intoxication, including unstable balance, slurred speech, and an inability to complete field sobriety tests. A breath test later registered alcohol levels nearly twice the legal limit.

Officials said Notley admitted to drinking earlier in the evening but gave inconsistent details about his timeline. He was taken to a hospital for medical clearance before being booked into the McLennan County Jail.

Authorities charged him with intoxication assault causing serious bodily injury and collision involving serious injury. He has since been released on bond as the case moves forward.

The injured 19-year-old woman remains the focus of the investigation as officials continue reviewing the circumstances of the crash.
