Phillip Ragland Jr. Arrested in Fatal DUI Crash on Flora Road [Spokane Valley, WA]

Spokane Valley, WA (September 16, 2026) — A man died after a Tesla, driven by Phillip Ragland Jr., struck his moped scooter early Saturday morning in Spokane Valley, Washington.

The Spokane Valley Police Department said deputies responded to the 100 block of S. Flora Road around 12:35 a.m. after receiving a report of a vehicle-pedestrian crash.

Emergency responders initially restored the victim’s pulse and transported him to a hospital, where he later died from his injuries around 7:20 a.m.

Investigators determined that 18-year-old Ragland was driving south on Flora Road from E. Sprague Avenue when he collided with the man, who was riding a moped scooter east on Appleway Trail.

The victim suffered severe injuries, including extensive bruising and lacerations, a broken leg, and a severed tongue. Police suspected Ragland was impaired and arrested him after field sobriety testing. His charge was later upgraded to vehicular homicide because of the victim’s death.

Ragland was booked into the Spokane County Jail but later posted $10,000 bond and was released. His arraignment was scheduled for Thursday. Authorities have not released the victim’s name.
