FALLBROOK, CA (July 27, 2026)— The San Diego County Medical Examiner has identified 53-year-old Ryan Radabaugh as the man who died after being struck by a vehicle in the parking lot of a Fallbrook facility serving adults with special needs.

Authorities identified the victim as 53-year-old Ryan Radabaugh.

According to the California Highway Patrol, the incident occurred Thursday morning when a 23-year-old man driving a white Honda Odyssey struck Radabaugh while he was lying in the parking lot of Stepping Stone Resources.

Investigators said the vehicle was traveling approximately 5 to 6 mph at the time of the collision.

The driver told officers that he did not see Radabaugh before the impact.

First responders found Radabaugh conscious and breathing with head and arm injuries. Paramedics transported him to Palomar Medical Center, where he later died.

Investigators confirmed that Radabaugh attended Stepping Stone Resources, a facility that provides services for adults with special needs.

The incident follows a previous complaint involving supervision at the facility. Records from the California Department of Social Services show the agency investigated a July 2025 allegation claiming staff failed to provide adequate supervision after an attendee was reportedly observed lying in the parking lot without supervision on two separate occasions.

The Department of Social Services ultimately classified that complaint as unsubstantiated, stating there was insufficient evidence to determine whether the alleged violations occurred.
